This course will provide a broad overview of (non-energy) infrastructure development and finance transactions, and associated legal issues. Topics to be covered include land acquisitions; permitting; regulatory regimes; taxpayer, rate payer and merchant funding approaches; Engineering, Procurement, Construction (EPC); maintenance; project financing; environmental, site, performance and other risk allocation; and an overview of public-private partnership (P3) transactions.
